PPCMOI – Construction of an integrated residential project totaling 19 units – 130, rue Laval and 121, rue Kent – Hull-Wright electoral district – Steve Moran
Questions, answers, and comments were formulated, concerning among other things:
- It was estimated that the setback of the base could have been more than 400 mm to mitigate the impact of the building's scale on the neighborhood. It was replied that a PIIA (Site Planning and Architectural Integration Program) application had already been approved by the council, so the applicant wished not to make significant changes to the project. The addition of the base was necessary to comply with regulations.
R-CCU-2026-08-31/127
CONSIDERING THAT an application for a projet particulier de construction, de modification d’un immeuble ou d’occupation d’un immeuble (PPCMOI) has been formulated for the properties located at 130, rue Laval and 121, rue Kent;
CONSIDERING THAT the project aims for the construction of an integrated residential project composed of two buildings of three and five stories totaling 19 housing units;
CONSIDERING THAT the present PPCMOI application aims to renew resolution CM-2019-718, which expired on November 19, 2024, and that the submitted project concerns the same elements as those authorized by that resolution;
CONSIDERING THAT the project was the subject of a favorable recommendation from the urban planning advisory committee during the session of May 23, 2023, and was approved by the municipal council by resolution CM-2023-432 as part of the processing of the PIIA application, and that this resolution remains valid until June 6, 2028, for a period of five years;
CONSIDERING THAT the project will require a cadastral operation for the consolidation of two lots into a single plot of land with an area of 767 m2;
CONSIDERING THAT the project is located in a residential designation area and in an urban structure hub (priority level 1), as identified on the urbanization management map of the Plan d’urbanisme (Urban Plan);
CONSIDERING THAT the project is situated in a manner to ensure the continuity of the built framework of rue Kent through the construction of a single-family dwelling, while offering optimal framing of parc Fontaine thanks to the implementation of a multi-family dwelling of 18 units on rue Laval;
CONSIDERING THAT the PPCMOI application respects the objectives of the Plan d’urbanisme, notably regarding densification within the structuring hubs of the territory and the consolidation of development within the existing urban fabric;
CONSIDERING THAT the project respects the applicable evaluation criteria of the Règlement relatif aux projets particuliers de construction, de modification ou d’occupation d’un immeuble numéro 507-2005, notably those aiming for the compatibility of the occupation with the insertion environment as well as the enhancement of the public domain, particularly parc Fontaine located opposite the project;
CONSEQUENTLY, this Committee recommends that the council approve, under the Règlement relatif aux projets particuliers de construction, de modification ou d’occupation d’un immeuble numéro 507-2005, a project at 130, rue Laval and 121, rue Kent, to allow the construction of an integrated residential project of 19 units, described as follows:
- The number of buildings constituting the integrated residential project is two;
- The minimum number of units per building is one;

Minor Variance – Construction of an isolated two-family dwelling – 1542, boulevard Maloney Est – Masson-Angers electoral district – Michael Korhonen
Questions, answers, and comments were formulated, concerning among other things:
- If the applicant had opted for a PPCMOI application, the analysis of the request would have been based on other evaluation criteria;
- Different configurations were evaluated, regarding the location of the dwelling on the property, its footprint, etc.;
- Other nearby properties that have expanded their parking space were cited. It was replied that it is not possible to know without validation if these modifications are compliant, or if they were carried out without authorization, or if they benefit from acquired rights.
R-CCU-2026-08-31/128
