CONSIDERING THAT a request to demolish a two-family dwelling has been submitted for the property located at 63, rue Laval;
CONSIDERING THAT the existing main building is listed in the document Ville de Gatineau – Inventaire du patrimoine bâti traditionnel – 2025 with an average value;
CONSIDERING THAT the building to be demolished presents fire safety issues and structural failures that alter its condition and will require significant work (art. 22, criterion 5°, a);
CONSIDERING THAT the heritage building to be demolished has an "average" heritage value, notably due to its architectural simplicity and modifications to openings (art. 22, criterion 6° a) and 6° d);
CONSIDERING THAT the proposed use of the cleared land consists of constructing a six-story mixed-use building with 39 housing units;
CONSIDERING THAT the proposed use of the cleared land will be subject to Règlement numéro 507-2005 regarding specific construction, modification, or occupancy projects for a building;
CONSIDERING THAT the proposed use of the cleared land will also be subject to Règlement numéro 535-2025 regarding site planning and architectural integration plans (PIIA);
CONSIDERING THAT the Demolition Review Committee (CDD) may set the conditions necessary for the issuance of a demolition certificate;
CONSIDERING THAT a vote was requested, with seven members voting in favor of the project, two members voting against, and three members absent;
CONSEQUENTLY, this Committee recommends that the Demolition Review Committee approve, pursuant to the Règlement visant à régir la démolition d’immeubles sur le territoire de la Ville de Gatineau numéro 900-2021, the demolition of the isolated two-family dwelling located at 63, rue Laval.

CONSIDERING THAT a request to regularize the replacement of windows on a community building has been submitted for the property located at 57, rue du Couvent;
CONSIDERING THAT the windows subject to this regularization were replaced around 2009 and in 2024, without prior authorization from the municipal council;
CONSIDERING THAT the windows replaced around 2009 were installed by the former owner of the building and include twenty-six (26) windows on the rear facade, six (6) windows on the east side facade, and six (6) windows on the west side facade;
CONSIDERING THAT the windows replaced in 2024 include all windows on the main facade, eight (8) windows on the east side facade, and two (2) windows on the rear facade;
CONSIDERING THAT the main building, known as the "Ancien couvent Notre-Dame-de-la-Merci," has been cited as a heritage building by the former City of Aylmer since 1997 and is listed in the City of Gatineau's traditional heritage inventory created in 2025;
CONSIDERING THAT the work performed is subject to Règlement numéro 2110-97 regarding buildings with heritage character in the Aylmer sector, as well as the PIIA for heritage buildings under Règlement numéro 505-2005 regarding site planning and architectural integration plans, and requires the approval of the municipal council;
CONSIDERING THAT the windows installed around 2009 and in 2024 do not respect the historical character of the building and are not inspired by its original architecture or the traditional architecture of the sector;
CONSIDERING THAT the Urban Planning and Sustainable Development Department (SUDD) asked the applicant to correct the situation to improve the architectural integration of the installed windows, but the applicant has not demonstrated significant efforts to implement the recommended corrective measures;
CONSIDERING THAT the project partially respects the applicable objectives and criteria of the PIIA for heritage buildings under Règlement numéro 505-2005 regarding site planning and architectural integration plans;
CONSIDERING THAT the Urban Planning and Sustainable Development Department (SUDD) does not recommend the regularization of the window replacement work on the building without the necessary corrections, as the windows as installed do not rely on any historical basis that would enhance the heritage character of the building;
CONSIDERING THAT the project complies with the applicable regulatory provisions of the Zoning Bylaw Règlement de zonage numéro 532-2020;
CONSEQUENTLY, this Committee recommends that the council not approve, pursuant to the Règlement relatif aux plans d'implantation et d'intégration architecturale numéro 505-2005, a project aimed at regularizing the replacement of the windows of the community building located at 57, rue du Couvent, as illustrated in the project analysis in the documents titled:
- Identification and type of windows installed around 2009 – By SUDD – photos taken January 7, 2025 – 57, rue du Couvent;
- Identification and type of windows installed in 2024 – By SUDD – photos taken January 7, 2025 – 57, rue du Couvent.
