Between Roots and Horizons, Gatineau in Ecological Transition – Integrated Report
The presentation of the integrated report is conducted by the director of the Service de la transition écologique, Frédéric Vandal. From the outset, the Department specifies that the version transmitted to members has undergone visual adjustments to comply with new guidelines regarding the use of artificial intelligence for image production. The content of the presentation document remains unchanged. An updated version of the full report's visuals will also be accessible later and filed online.
The presentation of the report aims to review the integrated approach implemented, present the main monitoring indicators, and report on the progress of action plans under the Department's responsibility. It is recalled that this process is part of file 3 of the Commission's 2026 Work Plan and is submitted to the Commission for a recommendation.
The Department proudly highlights that this is the first exercise allowing for the integration of all municipal environmental plans into a single report and measuring their progress through common indicators. It is also the first year that all positions provided for within the Department are filled. The work is based on a vision grouping the Climate Plan, the Biodiversity Plan, the Water Management Plan, and the Urban Forestry Plan, which were designed to complement each other. A first report on the first five years of the Climate Plan was presented in June 2025, and the current exercise now allows for the alignment of the various plans in a global manner.
It is explained that the ecological transition is not just an environmental project, but represents an integrated approach to municipal governance aimed at ensuring the resilience of the territory and the quality of life of citizens. The main indicators selected to monitor the progress of the plans and measure the impacts of the Department's integrated approach are presented. The indicators focus in particular on greenhouse gas (GHG) emissions, sustainable mobility, transport electrification, heat islands, protection of natural environments, drinking water consumption, urban canopy, and citizen participation.

Recommendation CELCC-2026-02 The Commission on the Environment and the Fight Against Climate Change recommends to the City Council the official filing of the 2026 integrated report of the Service de la transition écologique.

Quorum check and opening of the meeting
The chair notes the quorum and opens the public meeting, held in a hybrid format, at 9:01 a.m. This is the fifth meeting of the year 2026 for the Commission. It is being recorded and will be available for delayed viewing on the City's website. The meeting focuses primarily on the presentation of the first integrated report from the Service de la transition écologique (Ecological Transition Department), a file listed as item 3 of the CELCC's 2026 Work Plan, for recommendation.
The chair welcomes Ms. Diarra Thiam and Mr. Guillaume Campagné, who now serve, on an alternating basis, on the CELCC as co-representative members of a public institution involved in the environment, coming from the Direction de la santé publique of the CISSS de l'Outaouais (CISSSO). The importance of having environmental health expertise within the Commission to enrich the reflections and work of the CELCC is highlighted. A round table is held. Mr. Campagné introduces himself as a medical specialist in public health and preventive medicine, responsible for the environmental health team of the CISSS de l'Outaouais.
