2026.09.02 – Regular meeting of the Executive Committee of the City of Gatineau held in the committee room of the Maison du citoyen, 25 Laurier Street, Gatineau, on Wednesday, September 2, 2026, at 9:32 a.m.

CONSIDERING THAT activities will take place at the airport on September 18, 19, and 20, 2026, as part of the Aéro Gatineau-Ottawa 2026 air show;

CONSIDERING THAT several civilian and military aircraft will be part of the programming for this edition of Aéro Gatineau-Ottawa 2026;

CONSIDERING THAT the modification to parking and traffic regulations is necessary to ensure the safety of participants and the fluidity of automobile traffic;

CONSIDERING THAT the Police Service will manage traffic control;

CONSIDERING THAT the costs related to road traffic modifications are covered in service according to the framework of the Programme de soutien aux grands événements via resolution number CM-2026-38 ratified on January 20, 2026:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee authorize the temporary modification to parking and traffic regulations on certain streets located near the airport for the Aéro Gatineau-Ottawa 2026 event, namely:

Parking prohibited on September 18, 19, and 20, 2026, on both sides of the following streets:

• chemin Industriel, between 244 and rue Louis-Bisson;
• boulevard de l’Aéroport for its entire length.

Parking prohibited on September 18, 19, and 20, 2026, on one of the two sides of the following streets:

• montée Dalton, between chemin Industriel and 443 montée Dalton, East/even side;
• chemin Industriel, between 244 and montée Dalton, North/odd side.

Creation of a third central lane on September 19 and 20:

• in exit 154 of Highway 50 eastbound to boulevard de l’Aéroport;
• boulevard de l’Aéroport, between the Highway 50 westbound overpass and chemin Industriel.

A recognized company will install the signage according to the directives of the Mobility Department. All according to plan number G-15-027-01 and the following conditions:

• respect the road signage standards of Quebec and the City of Gatineau regarding street closures;
• ensure an emergency lane at all times during the event.

The organization commits to providing the Events Office of the Arts, Culture and Letters Department, two weeks before the event, a general civil liability insurance certificate of $3,000,000 and also commits to releasing the City of Gatineau from any liability for damages to others that may result from holding the event and to designate the City of Gatineau as an additional insured on their civil liability insurance policy. Adopted

CONSIDERING THAT the Tour de Gatineau will take place on September 16 and 17, 2026;

CONSIDERING THAT street closures and traffic control are essential elements for the safety of participants;

CONSIDERING THAT the Police Service will ensure traffic control for the entire duration of the event;

CONSIDERING THAT the costs related to road traffic control are provided for in the municipal budget, according to the terms in effect for the Programme de soutien aux grands événements, via resolution number CM-2026-341 adopted on May 12, 2026;

CONSIDERING THAT the temporary signage plan and the installation of the required temporary road signage are the responsibility of the organization according to the standards in effect:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee authorize the closure of streets and parking lots (including parking meters) according to the following schedule:

The following streets must be closed to all traffic and all parking (except authorized vehicles) temporarily according to the following dates and times:

The following parking areas must be closed temporarily according to the following dates and times:

The following condition must be met:

• obtain approval from the City of Gatineau for the temporary signage plan, respecting Quebec road signage standards and municipal requirements, no later than two weeks before the event. Adopted

CONSIDERING the conclusions of the investigation conducted by representatives of the City of Gatineau;

CONSIDERING the nature of the breaches committed by employee number 119150;

CONSIDERING all the facts analyzed, internal equity, as well as the current state of jurisprudence in this matter;

CONSIDERING THAT the representatives of the Human Resources Department and the department concerned authorize the conclusions following the investigation:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee authorize the imposition of a two-month unpaid suspension for employee number 119150. Adopted

CONSIDERING the signing of the collective agreement of the Syndicat des cols bleus on March 31, 2026;

CONSIDERING THAT the employee refused to return to work at the times determined by the employer;

CONSIDERING article 20.03 of the collective agreement;

CONSIDERING THAT it is appropriate to administratively terminate the employment relationship of the employee:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee authorize the administrative termination of employment of employee number 118120. Adopted
