CONSIDERING THAT since April 1, 2021, the Règlement sur le prélèvement des eaux et leur protection (RPEP) provides that municipalities responsible for a water withdrawal supplying more than 500 people must have produced their first vulnerability analysis report for their drinking water supply sources and that the City of Gatineau completed this exercise in 2021 for its four drinking water sources;

CONSIDERING THAT on March 3, 2026, the City of Gatineau signed a financial assistance agreement of $188,727 with the ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP) as part of the Program for the development of drinking water source protection plans (Programme pour l’élaboration des plans de protection des sources d’eau potable - PEPPSEP);

CONSIDERING THAT the development of a protection plan requires, upstream, the realization of an external mandate aimed at the identification and analysis of threats to raw water quality, an essential preliminary step to the prioritization of actions and the preparation of the drinking water source protection plan, and that the financial assistance granted by the MELCCFP contributes to the realization of all this work;

CONSIDERING THAT Polytechnique Montréal, notably through the Centre de Recherche, de Développement et de Validation des technologies et Procédés en Traitement des Eaux (CREDEAU) and its Industrial Chair in Drinking Water, possesses recognized expertise in the matter of drinking water source protection, hydrodynamic modeling, and risk analysis;

CONSIDERING THAT this expertise justifies the use of Polytechnique Montréal as a technical partner for the realization of the mandate;

0022379 CONSIDERING THAT the City has the powers to conclude this agreement, by virtue of its competence under articles 4 (4°) of the Loi sur les compétences municipales:
