CONSIDERING THAT on December 19, 2025, a request for a certificate of authorization for the demolition of the main building located at 349, boulevard Alexandre-Taché was filed (lot 1 286 494 of the Quebec cadastre);

CONSIDERING THAT the request is accompanied by a land reuse plan that provides for the construction of a new main building of 3 to 6 stories, for the purpose of creating 161 units;

CONSIDERING THAT the Demolition Committee, at its 239th meeting on May 20, 2026, rendered its decision approving the request, for the reasons stated therein;

CONSIDERING the request for review that was filed, within the time limits provided by the Law;

CONSIDERING the documents filed with the Demolition Committee and as part of the review request, the documents being listed in the document attached to this resolution (Report filed with the CDD including the extract of the CDD minutes);

CONSIDERING THAT the interested persons were able to be heard during the special council meeting held on October 6, 2026;

CONSIDERING THAT the council has taken note of all the documents filed and the information and clarifications that were communicated during the special meeting of October 6, 2026;

CONSIDERING THAT the council has analyzed and weighed the criteria provided for in section 22 of By-law number 900-2021 aimed at governing the demolition of buildings on the territory of the City of Gatineau and that it is convinced of the appropriateness of authorizing the demolition here in that, with regard to the building, in particular:

1st The components, integrity, and stability of the building involve significant damage; 2nd The costs for the restoration of said building are high; 3rd The plan relating to the projected use of the building will allow for maintaining and contributing to the built framework and is otherwise compatible with the objectives of the urban plan;

CONSIDERING THAT it is essential that the preliminary land reuse plan be realized and that it be done in compliance with certain conditions including obtaining approval from the municipal council under:

  • By-law respecting site planning and architectural integration programs number 535-2025;

  • Any document demonstrating an agreement reached with each of the eight existing tenants who were recipients of the notice to tenants regarding the intention to demolish the building, or, failing the filing of all these agreements, any document demonstrating:

  • The payment of actual moving expenses, which cannot be less than $500 and the payment, to the targeted tenants, of an indemnity equivalent to one month's rent for each 12-month period of uninterrupted rental of the unit by the tenant. The indemnity cannot, however, exceed an amount representing 24 months of rent nor be less than an amount representing 3 months of rent.

Furthermore, that:

  • the land reuse project submitted with the request and concerning the construction of a residential building of 161 units be approved by the council and that this project be realized;
  • the demolition authorization be subject to compliance with all of the following conditions:

1st That, prior to the issuance of the demolition permit, a monetary guarantee in the amount of $50,000 be deposited with the City in the form of a financial guarantee letter, which must be irrevocable and valid until 12 months after the date of issuance of the certificate of authorization, and this, to guarantee compliance with the conditions provided for in this resolution, including the demolition of the building, under the conditions and terms provided; 2nd That the building permit for the replacement main building be issued simultaneously with the issuance of the certificate of authorization for the demolition work; 3rd That the demolition work be finalized within six months of the issuance of the certificate of authorization.

VALORIZATION OF BIOGAS FROM THE STARRE INTO RENEWABLE NATURAL GAS - NEGOTIATION MANDATE

CONSIDERING THAT the City of Gatineau wishes to maximize the environmental and economic value of the biogas produced at the StaRRE and contribute to the achievement of its greenhouse gas emission reduction objectives;

CONSIDERING THAT a portion of the surplus biogas produced at the StaRRE is currently burned due to a lack of operational use;

CONSIDERING THAT the proposed project consists of capturing the biogas produced by the City, then entrusting Enbridge Gaz Québec with the construction and operation of the purification, compression, and injection facilities for renewable natural gas into the local gas network;

CONSIDERING THAT the presented production is estimated at 3.8 Mm³ of biogas per year, corresponding to approximately 2.1 Mm³ of renewable natural gas after conversion;

CONSIDERING THAT Enbridge Gaz Québec assumes the investment required for the purification and injection infrastructure and that a subsidy of $8.79 M from the PSPGNR is confirmed for this infrastructure, subject to the amendment mentioned in the file;

CONSIDERING THAT the estimated annual revenues for the City are between $485,000 and $624,000 depending on the negotiated sharing scenario, and that the preferred scenario aims to maximize financial benefits for the City;

CONSIDERING THAT the Environment and Climate Change Commission, through its recommendation CELCC-2026-03, recommends that the municipal council adopt a partnership with Enbridge Gaz Québec in order to valorize the biogas in its gas network;

CONSIDERING THAT the characteristics of the contract must be filed and approved by the Régie de l’énergie and that no agreement can come into force without the authorization of the municipal council:

IT IS PROPOSED BY COUNCILLOR RACHEL M. DESLAURIERS, SECONDED BY COUNCILLOR JEAN LESSARD, AND RESOLVED THAT to follow up on the recommendation of the executive committee number CE-2026-706 of October 20, 2026, this council mandates:

  • the administration to negotiate with Enbridge Gaz Québec an agreement aimed at the valorization of the biogas produced at the StaRRE into renewable natural gas and its injection into the local gas network. This negotiation must frame in particular the duration of the agreement, the transfer or dismantling of the facilities without residual cost for the City, the right of oversight and performance monitoring, the quality of the gas, the risks related to the volumes produced, and the evolution of the energy needs of the StaRRE;
  • the administration to prioritize, within the framework of this negotiation, the profit-sharing scenario presented in the file, with the objective of maximizing financial benefits for the City;

Furthermore, the final agreement must be submitted to the municipal council for approval before its entry into force.

Establishment of Property Sub-categories, Modification of Sectors for General Property Tax Purposes, and Guidelines for the 2027-2029 Property Assessment Roll
The council established new property tax sub-categories and sectors for the 2027-2029 assessment roll to ensure fiscal stability and compliance with provincial law. This measure includes maintaining a three-year phase-in for property value changes to protect taxpayers from sudden tax shocks.

Establishment of Property Sub-categories, Modification of Sectors for General Property Tax Purposes, and Guidelines for the 2027-2029 Property Assessment Roll

CONSIDERING THAT the Assessment Department must, pursuant to the Loi sur la fiscalité municipale (RLRQ, chapter F-2.1, hereinafter "the Act"), file the new property assessment roll applicable to the years 2027, 2028, and 2029;

CONSIDERING THAT the Loi sur la fiscalité municipale authorizes the creation and modification of sub-categories and sectors upon the filing of a new assessment roll;

CONSIDERING THAT this council, by its resolution number CM-2026-622, announced its intention to create or modify sub-categories and sectors as part of the filing of the 2027-2028-2029 roll;

CONSIDERING THAT the application of the Loi sur la fiscalité municipale imposes strict legal constraints regarding compliance with minimum and maximum thresholds governing the setting of tax rates for property categories in relation to the base rate;

CONSIDERING THAT in 2026, the City of Gatineau reached the ceiling thresholds for the non-residential category and that, without a modification by the government allowing an adjustment of the maximum threshold for this category, an unfavorable fiscal transfer of nearly $50M would have been made to other property categories for the 2026 fiscal year;

CONSIDERING THAT other property categories (industrial, serviced vacant land, six dwellings or more) also reached their upper thresholds in 2026, causing shortfalls;

CONSIDERING THAT the City wishes to adopt a fiscal structure for the years 2027 and beyond that allows for compliance with all legal thresholds, preserves the stability of municipal revenues, and mitigates fiscal shocks for taxpayers;

CONSIDERING THAT the Finance Department has presented a detailed analysis of various fiscal scenarios, one of which is best aligned with the City's objectives and the council's priorities;

CONSIDERING THAT the designation of sub-categories must be communicated to the assessor to allow them to record them in the assessment roll:

IT IS PROPOSED BY COUNCILLOR STEVE MORAN, SECONDED BY MAYOR MAUDE MARQUIS-BISSONNETTE, AND RESOLVED THAT, following the recommendation of the executive committee number CE-2026-675 of September 29, 2026, as well as the recommendation added to the modification number CE-2026-710 of October 20, 2026, this council:

• Authorizes the cancellation, upon the entry into force of the 2027, 2028, 2029 roll, of sectors based on existing neighborhood units of the 2024-2025-2026 roll for the residual category; • Authorizes the creation of new sectors for the residual category based on neighborhood units as indicated in the 2027, 2028, 2029 roll; • Establishes, in accordance with sections 244.30 to 244.37 of the Act, the following property categories on the city's territory:

  • The non-residential property category;
  • The industrial property category;
  • The serviced vacant land category;
  • The forest property category;
  • The agricultural property category;
  • The residual category. • Authorizes the creation of the following sub-categories within the residual property category:
  • Properties with 1 to 5 dwellings;
  • Properties with 6 dwellings or more;
  • Residual properties (without dwellings). • Maintains the application of the measure for spreading property value variations over three years for the duration of the 2027-2028-2029 assessment roll, in order to mitigate fiscal shocks and ensure a gradual transition for taxpayers.

CONSIDERING THAT a request for the reconstruction of a carport attached to the main building has been made for the property located at 207, rue Caron;

CONSIDERING THAT a minor variance to Zoning By-law number 532-2020 is required to allow this expansion, which would present a building/land ratio of 0.35 while the specification grid for zone Ha-09-002 prescribes a maximum ratio of 0.3;

CONSIDERING THAT the proposed carport expansion will cover the projected access ramp included in the project to facilitate access to the building for one of the occupants who is a person with reduced mobility;

CONSIDERING THAT it is possible to modify the project so that it complies with the zoning by-law;

CONSIDERING THAT the project complies with all applicable provisions of Zoning By-law number 532-2020, with the exception of those covered by this request for minor variances;

CONSIDERING THAT in accordance with the provisions of By-law number 851-2023 on the methods of publication of public notices, a public notice was published on September 30, 2026, on the City of Gatineau's website and that it was published at least 15 days before the meeting where the council must rule on the request for minor variances, as indicated in section 145.6 of the Loi sur l’aménagement et l’urbanisme (Act respecting land use planning and development);

CONSIDERING THAT the Urban Planning Advisory Committee, at its meeting of September 28, 2026, did not ratify the recommendation of the Urban Planning and Sustainable Development Service, and recommends that the council grant the requested minor variances, since it believes that they do not infringe upon the enjoyment of the right of ownership of the owners of neighboring properties:

IT IS PROPOSED BY COUNCILLOR ISABELLE COUSINEAU, SECONDED BY COUNCILLOR CAROLINE MURRAY, AND RESOLVED THAT this council grants minor variances to Zoning By-law number 532-2020, in order to:

  • increase the building/land ratio from 0.3 to 0.35;

As illustrated in the project analysis on the plan entitled:

  • Identification of the minor variance - Uni Architecture – August 19, 2025, annotated by the SUDD – May 2026.

CONSIDERING THAT a compensatory measure has been planned along the south property line by increasing the dimensions of the green islands in order to mitigate the prejudice caused by the reduction of the grass strip;

CONSIDERING THAT in accordance with the provisions of By-law number 851-2023 on the methods of publication of public notices, a public notice was published on September 30, 2026, on the City of Gatineau's website and that it was published at least 15 days before the meeting where the council must rule on the request for minor variances, as indicated in section 145.6 of the Loi sur l’aménagement et l’urbanisme (Act respecting land use planning and development);

Accelerated Intervention Plan for the Repair of Defective Streetlights - Notice of Proposal Filed by Councillor Chloé Bourgeois on September 22, 2026
The council approved an accelerated plan to address the backlog of broken streetlights. This includes prioritizing repairs in sensitive areas (schools, parks, main roads) and authorizing the use of an external contractor to speed up the process while the city continues its long-term LED conversion project.
Read full translation

Accelerated Intervention Plan for the Repair of Defective Streetlights

CONSIDERING THAT the City has undertaken project 25-3008 aimed at modernizing and converting "cobra" type streetlights on its territory to LED;

CONSIDERING THAT according to the currently envisioned schedule, the realization of this conversion project would span from winter 2027 to summer 2028;

CONSIDERING THAT this modernization constitutes a structural solution in the medium and long term, but does not allow for an immediate response to the current accumulation of repair requests;

CONSIDERING THAT as part of the LED conversion project, the City is already evaluating an external contractual approach through the Fédération québécoise des municipalités, which notably provides for partial project management, economies of scale, and the use of expertise acquired from over 200 municipalities;

CONSIDERING THAT public lighting constitutes important municipal infrastructure for the safety of travel and the sense of security of citizens, notably for pedestrians, cyclists, and motorists, and that maintaining a significant number of defective streetlights for a prolonged period can compromise these safety conditions in streets, neighborhoods, and public spaces;

CONSIDERING THAT the number of defective streetlights can vary greatly depending on the seasons, the number of municipal teams available, and major events that may require major mobilization, but that it has historically been between 850 and 950 during the month of September, therefore approximately 4% of the 24,000 municipal streetlights;

CONSIDERING THAT the estimated useful life of a new sodium-type streetlight far exceeds the time provided for its eventual replacement as part of the LED conversion program and that a massive intervention could, consequently, represent investments that are not very advantageous in terms of cost-benefit analysis;

CONSIDERING THAT the administration has also indicated that available municipal staff are currently reduced, notably due to vacations and the assignment of certain resources to other operations or events;

CONSIDERING THAT the City of Gatineau already uses an external firm for streetlight repairs in case of accidents;

CONSIDERING THAT the Public Works Department, in its internal repair interventions, prioritizes the following locations:

  1. Sectors including schools, parks, and other sensitive locations;
  2. Boulevards and main road axes;
  3. Situations where several consecutive streetlights are out of service;
  4. The oldest luminaires or those presenting the most significant issues;

CONSIDERING THAT the administration recommends, to attempt to reduce the number of requests in the short term, to continue to prioritize urgent streetlight replacement requests;

CONSIDERING the assessment of the executive committee formulated in this file during its meeting held on October 14, 2026:

IT IS PROPOSED BY COUNCILLOR CHLOÉ BOURGEOIS, SECONDED BY COUNCILLOR JULIE BÉLISLE, AND RESOLVED THAT this council:

• Mandates the administration to continue the planning of the LED conversion project for cobra-type luminaires; • Mandates the administration to continue to prioritize urgent streetlight replacement requests by prioritizing the following locations:

  1. Sectors including schools, parks, and other sensitive locations;
  2. Boulevards and main road axes;
  3. Situations where several consecutive streetlights are out of service;
  4. The oldest luminaires or those presenting the most significant issues; • Expressly authorizes the administration to expand the use of the external firm already holding the contract for streetlight repairs in case of accidents to include interventions at the prioritized locations (see above) with the goal of reducing the waiting time for repairs in these cases; • Mandates the administration to regularly inform elected officials, during sector caucuses, of the progress of streetlight repair work, including notably the evolution of waiting times for repairs at prioritized locations.

CONSIDERING THAT this council, by its resolution number CM-2026-553 of July 7, 2026, adopted the Support Framework for Commercial Hubs and the Support Program for the Operation of Commercial Associations;

CONSIDERING THAT the City of Gatineau wishes to financially support the operation of commercial associations, in order to allow for the implementation of specific projects meeting the objectives of the Commercial Development Policy and the support framework for commercial hubs, notably to contribute to the vitality and attractiveness of the targeted territory, to offer services to merchants, and to carry out territorial promotion activities;

Proclamation - Temporary Honorary Designation of Rue Eddy as 'Rue de l'Économie Sociale' during November, Social Economy Month

CONSIDERING THAT the City of Gatineau adopted a Social Economy Policy in 2020, recognizing the social economy as a structural lever for local economic development, a collective response to the needs of the population, a tool for developing citizen participation, and a component of the ecological and social transition in Gatineau;

CONSIDERING THAT orientation 1 of this policy aims to recognize and promote the contribution of the social economy to the development of Gatineau;

CONSIDERING THAT the month of November is, in Quebec, Social Economy Month, a privileged moment for the recognition and promotion of collective enterprises;

CONSIDERING THAT the city of Gatineau has more than 300 social economy enterprises, both cooperatives and non-profit organizations;

CONSIDERING THAT Rue Eddy and the downtown area host a particularly high concentration of social economy enterprises, namely 10 cooperatives and commercial non-profit organizations, active in a variety of sectors, notably agri-food, culture, residual materials management, and that others are to come;

CONSIDERING THAT these enterprises respond to local issues, aspirations, and needs; that they create jobs and reinvest their surpluses in the community and that they are owned and governed democratically by people from the community;

CONSIDERING THAT these enterprises structure neighborhood life on a daily basis: they animate Rue Eddy and the entire downtown area, maintain accessible local services, offer gathering places, contribute to the socio-professional inclusion of people far from the labor market, and strengthen the sense of belonging of residents;

CONSIDERING THAT Rue Eddy constitutes in this respect a concrete and visible example of the contribution of the social economy to the development of the territory, and that its temporary designation will have a strong symbolic reach and testifies to the City's commitment to the social economy;

CONSIDERING THAT the proposed designation is honorary and temporary, that it does not entail any modification of the official street name, civic addresses, emergency services, or municipal registers, and that it does not require any steps with the Commission de toponymie du Québec;

CONSIDERING THAT the proposed designation is honorary and temporary;

CONSIDERING THAT efforts to promote the social economy will be concentrated on Rue Eddy during Social Economy Month, notably signage allowing for the identification of the social economy enterprises established there;

CONSIDERING THAT associated with this designation is a promotion program carried out in collaboration with the Coopérative de développement régional Outaouais-Laurentides, a partner of the City in supporting the social economy, the Pôle d’économie sociale de l’Outaouais, and Vision Centre-Ville:
