CONSIDERING THAT the Société d’habitation du Québec (SHQ) has the mission, under the Loi sur la Société d’habitation du Québec, to provide low-rent or modest-rent housing to the citizens of Quebec;

CONSIDERING THAT the SHQ launched the Programme de rénovation des habitations à loyer modique (PRHLM) in 2023 to support municipal and regional offices wishing to carry out renovation or reconstruction projects for certain low-income housing (HLM) buildings;

CONSIDERING THAT the Office d’habitation de l’Outaouais (OHO) is established under the Loi sur la Société d’habitation du Québec, and its mandate is to manage and administer housing and housing programs;

CONSIDERING THAT the OHO submitted, under the PRHLM program, a request for financial assistance to the SHQ for the work of project PRHLM-V1-EI002922-P240084 aimed at the renovation of three buildings at 289, 291, and 293, rue North, and that the total cost recognized by the SHQ for the completion of the work is estimated at $4,425,045;

CONSIDERING THAT the SHQ confirmed, in its commitment letter of May 20, 2026, its support for the project by granting financial assistance of $3,982,541, representing 90% of the project's completion costs;

CONSIDERING THAT the normative framework of the PRHLM program provides for a municipal financial contribution representing 10% of the total cost recognized for the completion of the renovation work, i.e., $442,504;

CONSIDERING THAT this council adopted, for the 2026 year of the 2026-2030 Investment Plan, a budgetary envelope for the Programme de rénovation des habitations à loyer modique (PRHLM) aimed at supporting the completion of projects and that it is appropriate to finance this financial contribution through this envelope:

  • to grant a financial contribution of $442,504 for the completion of project PRHLM-V1-EI00292-P240084 aimed at the renovation of the real estate complex EI-2922 composed of three buildings totaling 30 housing units located at 289, 291, and 293 rue North;

CONSIDERING THAT the City of Gatineau is facing an affordable housing crisis particularly affecting vulnerable people and refugees, and that this context increases the risks of homelessness;

CONSIDERING THAT the non-profit organization Accueil Parrainage Outaouais (APO) has submitted a construction project for 19 affordable housing units intended for refugees on land located at 111, boulevard Montclair;

CONSIDERING THAT the project received a selection letter from the SHQ on February 15, 2024, and a final acceptance letter should be issued by the SHQ no later than the end of July 2026 under the PHAQ program;

CONSIDERING THAT according to the PHAQ normative framework, a municipal contribution is required for selected projects and this contribution must be equivalent to a minimum of 40% of the SHQ's base subsidy, i.e., $984,040.49;

CONSIDERING THAT an agreement will be concluded between the City of Gatineau and the organization APO to frame the municipal contribution as well as the commitments regarding affordability:

  • a municipal financial participation of $984,040.49 for the completion of the affordable housing project located at 111, boulevard Montclair, under the PHAQ program, conditionally upon obtaining a final project acceptance letter from the SHQ;

CONSIDERING THAT the City of Gatineau has adopted a water management plan (CM-2023-983) covering the years 2024 to 2029, whose orientation 1 is to protect ecosystems, including measure 1.1 which consists of collaborating on the identification and development of launch sites for non-motorized watercraft as part of the urban outdoor development plan, as well as measure 6.6 which consists of promoting bank redevelopment by plant engineering or mixed methods. In addition, measure 8.4 of this same orientation consists of creating various awareness tools in connection with the issues of invasive alien species in water bodies;

CONSIDERING THAT the City has also adopted a Gatineau Urban Outdoor Development Plan (CM-2019-843), with a 10-year scope including a 2026-2030 Urban Outdoor Action Plan. Objective 2.1 of this plan aims to improve services on the banks, notably by providing access to water bodies in the territory and practicing safe non-motorized nautical activities;

CONSIDERING THAT the ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP) has set up the regional support program for water issues (PSREE) via its National Water Plan of the 2018-2030 Quebec Water Strategy, and has entrusted its management to the Fonds d’action québécois pour le développement durable (FAQDD), and a call for projects is underway from June 8 to July 30, 2026;

CONSIDERING THAT the PSREE aims to financially support projects contributing to better management of water resources as well as the protection of aquatic environments and ecosystems, and allowing the achievement of objectives related to a water master plan or a regional integrated management plan or the management plan of the Ottawa River integrated management zone;

CONSIDERING THAT the project aims at the development of a launch site for non-motorized watercraft on the Ottawa River, located on rue Jacques-Cartier, and that this contributes to providing access to the water body, while promoting the development of the banks in order to control erosion and increase the biodiversity of the site. These elements contribute in a sustainable way to improving soil quality, water quality, biodiversity, and improving the quality of life of citizens;

CONSIDERING THAT the City of Gatineau can currently, in collaboration with organizations and local actors, submit an application to the PSREE for the completion of this project, which aims to support the completion of projects related to water management issues, with grants of a maximum value of $250,000:

PROPOSED AND UNANIMOUSLY RESOLVED THAT this committee recommend to the council to authorize:

  • the Ecological Transition Service to submit a grant application to the Regional Support Program for Water Issues (PSREE), for which financial assistance can cover up to 75% of eligible expenses for a maximum of $250,000 per project, for which the City's counterpart, set at 5% (i.e., a maximum of $16,666), will be assumed from the budget of the service concerned;

CONSIDERING the 2021-2026 Integrated and Interministerial Regional Community Action Plan (PARCII 2021-2026), developed by Santé Québec Outaouais, identifying regional priority actions to support people in a situation of homelessness or at risk of becoming so, following the results obtained in the context of the consultation work for the Community Plan (2021) and the Mapping of the shelter and housing system in the designated community of Gatineau (2022), and taking into consideration the priority actions identified by the Intersectoral Steering Committee on Homelessness of the Outaouais (CDIIO), in the fall of 2021;

CONSIDERING THAT the City of Gatineau has adopted a 2025-2029 Action Plan on homelessness and social development and that the desire of the City of Gatineau to become a partner of Santé Québec Outaouais for the completion of the "Carré Guertin" Proximity Service Center project – Psychosocial Intervention;

CONSIDERING THAT Santé Québec Outaouais is responsible for the provision of health services and social services in the territories of local health and social services networks of the Outaouais socio-sanitary region;

CONSIDERING THAT the City of Gatineau and Santé Québec Outaouais wish to unite and coordinate their individual efforts and actions in the pursuit of a common goal, namely to meet the needs of people in a situation of homelessness in terms of territory management and access to basic services:

CONSIDERING THAT a memorandum of understanding has been negotiated between the City of Gatineau and Canadian Heritage setting out the terms and conditions covering the involvement of the parties in the context of the completion of the 2027 Domaine des flocons;

CONSIDERING THAT an application to the 2027-2029 Financial Assistance Program for Festivals and Tourist Events of Tourisme Québec has been submitted by the City of Gatineau;

CONSIDERING THAT the memorandum of understanding between the City of Gatineau and Canadian Heritage must be authorized by the government of Quebec under the Loi sur le ministère du Conseil exécutif;

CONSIDERING THAT following the approval of this agreement by the ministère des Affaires municipales et de l’Habitation, the City of Gatineau will have the authority to conclude this under the decree of the government of Quebec:

CONSIDERING THAT the City ceded for free, through resolution number CM-2026-29, the new lot 6 610 286 of the Quebec cadastre, with an area of 2,062.2 m², and that the completion of the project requires prior decontamination work whose provisional costs are estimated at $137,502.60;

CONSIDERING THAT the 2023-2029 Residual Materials Management Plan (PGMR) of the City of Gatineau came into effect on February 14, 2023 (CM-2023-92), with the objective of reducing the quantity of residual materials sent to landfill, focusing on source reduction, reuse, and citizen awareness;

CONSIDERING THAT action 3 of the 2023-2029 PGMR provides for financial support for organizations involved in the sustainable management of residual materials, particularly in the areas of source reduction, reuse, and information, awareness, and education (ISÉ), and that an annual amount of $300,000 is provided for this purpose in the total PGMR budget;

CONSIDERING THAT the City of Gatineau recognizes the central role of non-profit organizations (OBNL) in the implementation of local strategies aimed at promoting sustainable residual materials management practices;

CONSIDERING THAT several OBNLs in the territory of the city of Gatineau carry out large-scale activities related to source reduction, reuse, and ISÉ;

CONSIDERING THAT these OBNLs contribute to reducing the waste sent to landfill by Gatineau citizens and therefore the collection, transport, and landfill costs for the City;

CONSIDERING THAT a financial support program for OBNLs was developed in 2025 by the Water and Residual Materials Service, and funding of $122,400 was granted in 2025-2026 to 10 OBNLs to support their financial stability, growth, and initiatives related to residual materials management;

CONSIDERING THAT a guide including eligibility criteria, funding terms, and submission procedures for applications was published on the City's website to guide organizations interested in the financial support program;

CONSIDERING THAT 10 organizations submitted an application under the financial support program, and all of these applications were analyzed and deemed eligible according to the criteria established in the program guide;

CONSIDERING THAT, in accordance with the recommendations of the evaluation committee, a total amount of $128,500 will be granted to eligible organizations to support the completion of their initiatives in sustainable residual materials management:

  • to approve the granting of financial aid to 10 OBNLs in the amount of $128,500 for the year 2026-2027;
