CONSIDERING THAT a municipal project does not require an agreement regarding municipal works, and an estimate of the work for the extension of rue Sainte-Monique has been filed (street and municipal services);

Objective 2.1 of this plan aims to improve shoreline services, particularly by providing access to water bodies in the territory and practicing safe non-motorized nautical activities;

CONSIDERING THAT the ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP) has set up the Regional Support Program for Water Issues (Programme de soutien régional aux enjeux de l’eau - PSREE) via its National Water Plan of the 2018-2030 Quebec Water Strategy, and has entrusted its management to the Fonds d’action québécois pour le développement durable (FAQDD), and a call for projects is underway from June 8 to July 30, 2026;

CONSIDERING THAT the PSREE aims to financially support projects contributing to better management of water resources as well as the protection of aquatic environments and ecosystems, and allowing for the achievement of objectives related to a water master plan or a regional integrated management plan or the management plan of the integrated management zone of the Ottawa River;

CONSIDERING THAT the project aims at the development of a launch site for non-motorized watercraft on the Ottawa River, located on rue Jacques-Cartier, and that it contributes to providing access to the water body, while promoting the development of shorelines in order to control erosion and increase the biodiversity of the site. These elements contribute sustainably to improving soil quality, water quality, biodiversity, and improving the quality of life of citizens;

CONSIDERING THAT the City of Gatineau can currently, in collaboration with organizations and local actors, submit an application to the PSREE for the realization of this project, which aims to support the realization of projects related to water management issues, with grants of a maximum value of $250,000:

CONSIDERING THAT the 2023-2029 Residual Materials Management Plan (Plan de gestion des matières résiduelles - PGMR) of the City of Gatineau came into effect on February 14, 2023 (CM-2023-92), with the objective of reducing the quantity of residual materials sent to landfill, focusing on source reduction, reuse, and citizen awareness;

CONSIDERING THAT action 3 of the 2023-2029 PGMR provides for financial support for organizations involved in the sustainable management of residual materials, particularly in the areas of source reduction, reuse, and information, awareness, and education (ISÉ), and that an annual amount of $300,000 is provided for this purpose in the total PGMR budget;

CONSIDERING THAT the City of Gatineau recognizes the central role of non-profit organizations (NPOs) in the implementation of local strategies aimed at promoting sustainable residual materials management practices;

CONSIDERING THAT several NPOs in the Gatineau territory carry out major activities related to source reduction, reuse, and ISÉ;

CONSIDERING THAT these NPOs contribute to reducing the waste sent to landfill by Gatineau citizens and therefore the collection, transport, and landfill costs for the City;

CONSIDERING THAT a financial support program for NPOs was developed in 2025 by the Water and Residual Materials Department, and funding of $122,400 was granted in 2025-2026 to 10 NPOs to support their financial stability, growth, and initiatives related to residual materials management;

CONSIDERING THAT Chapter II of the Charter of the City of Gatineau was repealed by the Loi modifiant diverses dispositions afin notamment de donner suite à certaines demandes du milieu municipal (Bill 104);

CONSIDERING THAT section 70.3 of the Loi sur les cités et villes (RLRQ, chapter C-19), introduced by this bill, provides that the appointment of a civil servant or employee referred to in the second or third paragraph of section 71 of this law now falls exclusively under the municipal council;

CONSIDERING THAT this section 70.3 thus provides that the appointment of employees who are not employees within the meaning of the Code du travail falls under the municipal council, which corresponds to employees in the 'Management' category within the City of Gatineau;

CONSIDERING THAT Bill 22, Loi bonifiant les pouvoirs d’intervention des municipalités et modifiant d’autres dispositions législatives, was tabled at the National Assembly and proposes to modify section 70.3 of the Loi sur les cités et villes so that only the appointment of certain key positions in the Administration falls exclusively under the municipal council;

CONSIDERING THAT on February 24, 2022, the unprovoked and large-scale invasion of Ukraine pushed many Quebecers and Canadians to volunteer to defend the democratic values shared here in Quebec;

CONSIDERING THAT by raising the Ukrainian flag for the 35th anniversary of Ukraine's independence, we pay tribute to their commitment and honor their memory, remembering the sacrifices they made;

CONSIDERING THAT more than 30 Quebecers and Canadians gave their lives to protect the peace that we share here, in Quebec and in Canada;

CONSIDERING THAT the war in Ukraine continues, and that the Maison du citoyen raises the Ukrainian flag every year to remind Gatineau residents of the sacrifice of those who gave their lives to defend peace;

CONSIDERING THAT on February 24, 2022, Russian armed forces invaded Ukraine, in full growth, triggering a war that continues even today;

CONSIDERING THAT the right to independence, freedom, and democracy are fundamental values for Gatineau residents, and that some Gatineau families have lost loved ones who left for Ukraine as volunteers to defend these principles;
